Responding to California’s housing affordability crisis, Governor Gavin Newsom signed into law[ statewide rent control](https://www.marketwatch.com/story/california-governor-signs-statewide-rent-control-law-2019-10-08) in the country’s most populous state. It limits rent increases to 5% a year, plus inflation, and will protect 17-million renters from being evicted without cause.

Russell Lowery, executive director of the California Rental Housing Association, and a critic of the law said, “It adds unnecessary expenses to all rental home providers and makes it more difficult to sever a relationship with a problem tenant.”
